Historic-district review is the operative record here and it applies narrowly. On a designated property, windows are among the exterior elements most closely examined, and review can reach sash configuration, material and profile rather than merely thermal performance -- none of which applies to an undesignated house on the same street. Confirm status by address before anything is ordered. Floodplain mapping and the stormwater program concern ground and water and do not reach an opening in a wall except through the scale of a much larger project.
